Doesn't look like any current highways infrastructure - can't see why it would have EX on it. It "could" be a powered traffic counter location, or some sort of feeder pillar for an old streetlighting layout, maybe some sort of marker for an underground utility? I've been in the roads game for aaaaaages and not come across one...

The other way to spot iPhone owners I've never known rotating the pic (from where it's stored) to work before now as it seems to carry the same code across (or whatever it is), but then i've never done it in Dropbox before now either and there we go.
