If your involvement is more substantial then the production company will offer a fee at the outset and commensurate with the level of contribution you are expected to make.

(I was actor/musician at the time, so did a lot of the musical stuff, off and on camera).Dawn French used to visit my Stall in Soho quite often, people do not realise how pretty she actually is close up.

And they will need to pass the driving test as well before doing so.
At least he £10,000 should just about cover the cost of their insurance by then .

Typically academics and other quasi 'independent' people who are appearing as experts in their own right get a small appearance fee. ~£150 or something, and they'll cover incidental expenses.
If you're there representing your company/institution, you're generally considered more of a spokesperson, so no appearance fee.
Politicians can fall into either camp.
