Failure to contextualise the facts as presented to suggest they are more meanginful than they are. There is a lie, and then there is a failure to tell the whole truth.

I don't think (most) people are suggesting that, and frankly it's a pretty cheap way to discredit arguments.

What you will find is that there are ideas swimming around. Things like ID cards, to choose an example, which has been floating around the civil service since the 80s at least. A minister back then (I forget who, apols) remarked that it was always being brought up as a solution to whatever they were discussing. Facial recognition cameras, health passports, banning certain foods, restricting the sale of alcohol, de blah de blah de blah. You'll have heard all of these ocasionally bubbling up into the news over the last couple of decades.

On top of that, organisations like the police, civil service, transport, and health service have tendencies to want to control people. Partly from a paternalistic "for their own good" sense, partly "to make their job easier". You can see it in other worlds as well, company IT departments are a good example, managers wanting to count people's keystrokes or lines of code written. It's natural when you give people the job of managing other people.

As a result there are all these ideas regarding mechanisms of control which are sitting around. When a crisis comes along, lo and behold, those ideas are ready-baked and presented to ministers as solutions. And many of those ministers will be of a controlling bent themselves, and more than happy to go along with them. It's not a grand conspiracy, it's opportunism being taken by those who would love to control us, for various reasons.

Ah, yes, perhaps. It's can be difficult to tell as everything is now so polarised. frown
I do regard a credulous belief that our leaders would not use this crisis to add a few controls, as being as bonkers as those who believe it's all been invented specifically for that, though.

I'd be afraid to ask their opinion on that. It's better to limit your time close to someone who mentions conspiracy, not just because of the virus, but too much exposure to stupidity can be bad for your health too.
