Yup. Speaking as a cyclist with plenty of towpath riding under my belt, he's way too fast going under the bridge. Pretty lucky that what he hit was a fairly robust fellow cyclist too. Could easily have been a pensioner walking a dog, or a child on a scooter. The CRA advice is to be prepared to stop, and to give way to pedestrians and more vulnerable users. Most bridges also have signs telling cyclists to dismount. Often it's for their own good as underbridge towpath sections can be narrow, or the (modern) bridges prohibitively low. He's definitely only got himself to blame for that.

It's one thing charging around at full tilt on remote sections with good sightlines, but another thing completely keeping the same pace up where you have no idea what's around the bend...


...but it did raise a snigger though. Especially as no-one seemed to be badly hurt.
