That's my understanding.

i.e. everyone who paid between last Saturday 30/5 and before 7:30pm on Tuesday 2/6 doesn't need to pay again for tonight, because their payment for the Tues 2/6 draw is carried forward to tonight.

Yup. Any double payments will get us another ticket, but you still get a single slice of the pie (as per syndicate agreement)
