I guess it's based on the idea that inmates of an institute for the criminally insane are not allowed access to any kind of sharp/cutting objects. Al has just crashed his van (containing scissors) into an institute for the criminally insane and is now presumably stuck in the van...

biglaugh.. The big hole in the fence went over my head... like a ‘giraffe fart’.
( There again, I was often told that I shouldn’t be allowed sharp objects... don’t know why) scratchchin
