As for the powder coating being fresh and time taken etc.... it is probably in Australia where everything tries to eat and kill you, even the trees!

I put this picture taken at Oxford dog track on the 'little bit council' thread and it was pointed out to me that the chairs look as if they have had enough of weighty people!
