Treadmill for light use

My wife has some complex medical issues but does like to get out and about for a walk when she can. In winter this becomes more difficult so we are thinking of getting a treadmill so she can exercise indoors.
We are after a treadmill which will only be used for walking (not running) but would like one with the option to tilt the deck to make it more challenging. A rail around it would be useful as would an emergency switch (the kind that attaches to the person and stops the machine if they fall off/get into difficulty)
We also don't want to break the bank either
Can anyone recommend one?

I have an old hand me down that’s a name I can’t remember, but it does the job for walking and 10kmh running.

My wife (petite bought a JTX Sprint off Amazon 4 years ago. I was sceptical at first, but it handled her regular 2 miles runs and then more infrequent but longer runs fine.
It's a bit lightweight for me (13st) at a sprint (which is all I ever do on a treadmill) but hasn't fallen apart.
It was cheaper than an annual gym membership and she progressed to running outside eventually.
