Video ref required - its not hard, they use it in Rugby all the time. Even if they started with just reviewing all penalty decisions. They are either a penalty or a free kick to the defending team off the penalty spot (with the posisbility of a yellow card for blatant simulation). Simple.

It would be easy to instigate. However, I think they are reticent to do so purely because of the paper column inches would be reduced. No more argument over decisions that keeps the football on the tongues of people. Exposures exposure, regardless.
