Seeing as I'm already on the forum for another matter, I may as well post this while I'm here.

I live in a relatively small village, however the main road through it used as somewhat of a "rat run" for surrounding villages to access the motorway.
Our house is set back off of this main road via a dropped kerb through double gates that run between two other houses. The house to one side is no problem at all, however the other is another matter.

Routinely, people park on the opposite side of the road. I have no issue with this as there are no parking restrictions, though it reduces said rat run to a single lane which can be a pain in the backside to negotiate when buses come along, but the neighbours to the other side of us has have taken to parking their vehicles wholly on the pavement outside their house.

The council have acknowledged that in order to do this, someone has removed the posts which used to line the kerb edge and has concreted over it, the vehicles aren't "on the road" so they can't be ticketed, but they are entirely on the pavement, meaning that:
A. Anyone with a double buggy can't get past.
B. They have a combi-van type thing that is completely opaque, so the other day my wife went to pull onto our driveway and nearly flattened a pedestrian who was walking past and obscured by the combi.
C. They like to try and fit as many cars as possible on the pavement, so they routinely get within 1 inch of the drop kerb, so to turn right out of our property is a veritable nightmare as one can barely see past their vehicle to observe what may be coming up the road, then, in combination with the legally parked cars on the other side of the road, it's a work of art not to take the offside of our car off while trying to not rub the opposite vehicles with the nearside corner.

What can be done? The council is doing nothing and while it's been shouted about repeatedly in the village news bulletin, they are paying no attention at all. They could easily park over the other side of the road, not more than 50 yards from their house.

Quite frankly, the obstruction is dangerous for people with buggies who have to walk in the road to get past and one of these days I'm going to end up rubbing my car on theirs. I know they can't be ticketed as not parked on the highway, but the obstruction of a pedestrian footpath must be illegal?

Why aren't the council doing anything when they've acknowledged the illegal removal of bollard posts?

Ah yes the bane of modern day society.
Have you complained to the police? if not then do so, but you may have to get someone who cannot get past with their buggy/wheelchair etc to complain in person, as in some instances the police will not action anything unless it is directly affecting you.
You could if all else fails get as many of the neighbours as possible to complain as well

It'll get slated for suggesting it but constant constant vandalism to the vehicles. Every day. Sneak out at night if you have to. All the time. Let down the tyres, key the doors, remove the wipers, stuff under the door handles, stuff all over the windows. If it's a sign written van bombard the company with complaints, if it's the parker's van sign them up to all and everything you possibly can. Basically be the nutter no-one want living next door to them.

Your last sentence sums it up !!!! Hahaha.

You'll probably get into trouble with all that criminal damage malarchy so steer clear of that. Remain anonymous as no-one wants a neighbour dispute either. Get hold of your local plod or the plastic looky liky ones. They love a bit of parking enforcement and can dish out tickets. The council should also take a dim view of pavement obstruction and you can log the obstruction on the fix my street website.

Rule 145 of the Highway Code ? "You MUST NOT drive on or over a pavement, footpath..."

Guess it depends on whether they are actually ON the pavement, or just the verge....

But they are parked on the road confused Therefore Traffic Wardens can dish out a ticket.

What happened to the posts? Theft of council property? They should be all over that.

Surely it's a badly expressed attempt at humour?

Just do what the old lady next to my parents house does.

Park legally on the road outside her house, not driveway. Actually closer to my parents than hers... Receive big long note demanding not to park in front of her house. I get one everytime I visit my parents haha its brilliant. She was out shovelling snow from her drive, out and into my front wheels while looking around making sure we couldnt see. I found it quite funny. I still smile and wave and be a nice neighbour though.

All over it how? What kind of an investigation do you suggest? What is your predicted likelihood of a result?

Exactly. Did there used to be poles there, yes. Were they council installed, yes. Install new poles. Send letters to parked vehicle's owners pointing out the illegality of tampering with safety equipment. Hope that someone might be caught in the act of vandalism.

Not dissimilar to what i hope would happen if someone persistently removed speed limit signs, or parking restriction signs.

I'm not sure I'd call that anything as dramatic as "all over it"...
