Mk4 Fiesta problems

Can anyone please tell me what this is? The pipe is that rusty that it doesn't even move! This is just in front of the rear drivers side wheel.

It's the handbrake cable, that little bracket on it should be holding it on to the car.

Seconded. Will be quite stiff to move anyway. Is the handbrake functioning properly?

Handbrake is working fine, now discovered the reason for the bracket coming away..more rust .
