Im not sure if anyone's said this but ima try get a cold chisel on it and whack it loose.. But first i need to find that God damn chisel :/

You're more likely to remove metal than undo the fastener with a cold chisel. A centre punch used correctly will do the trick.

Did it take much torque to break that bit? From the part of the bit still in the socket we can see the bit has twisted into a spiral, which is why the broken end is twisted slightly relative to the bolt. If you didn't apply excessive torque it may be the bit has been yielding each time you used it and eventually had a fatigue failure. If so there's a good chance you can tap the bolt out with a punch and hammer. On the other hand if you think the bolt itself is seized, do you have enough access from the other side to drill the bolt out of the nut or just grind through the whole thing?

Limited options left now. I would grind off the head of the bolt, remove seat and then put 2 nuts on the threaded stub of the bolt and tighten them against one another. Then just unscrew using the bottom nut.

Imunder the car, is it into a threaded hole in the floor/ chassis? Or is a bolt with a nut on it?

What’s access like under the car?
