Penalty point on licence for littering WTF

I remember a few years back I was standing with my family watching the world famous "Braintree Carnival" and sat in the queue of traffic that had stopped were a couple of chavs in a Saxo. The driver proceeded to throw a McDonald's drink cup out of the window onto the road...
Cue my dad (quite a big guy) calmly wandering overand picking the drinks cup back up and putting it back through the open window. Chav then sheepishly wound up his window and didn't do it again

I did recently asked a guy I pulled upto next to the lights if he "had to chuck stuff out of the window?" he tried to catch up with me when the lights went green as if I just said "I've just screwed his g/f".
Sometimes you have to just to have a tight lip regardless of the scum that drive the streets.

Of course it would be better to lob them out the window and into my path. Unfortunately people like you bring in these laws to protect the stupid from themselves. In the meantime I would probably be more likely to be pulled for lobbing an apple into a hedge.ChapppeRS said:

Fines - definitely but penalty points might be a bit harsh, specially when they moan about biodegradable stuff!!!!
Throwing biodegradable stuff is still littering though - banana skins and orange peel lie around for up to 2 years before they've degraded....that's a long time causing a blight. Young people are generally open mouthed, the winding the window thing is an automatic reaction, one kid to whom I returned his dropped juice bottle got a real slagging from his mates, if it stops one person doing it again then great.
Personally I would return each and every fag end if I could, along with some lighter fluid..............

So basically if someone decides to throw something out of a car the driver gets punished, bks total st why should the driver be punished - oh wait because its easier than finding out who actually did do it, and without the person who did it owning up to it there is no way of contesting so you are going to get nailed. More unenforceable garbage from a government on its ae, as stated above more attempts to criminalise and control.
I'd say I could never see this happening but these days, I'm not so sure it wouldn't
