New cambelt is noisy.... but apparently its "normal"

a friend has a 1.6 polo that whines like a supercharger, i found it to be the power steering pulley that was at fault, he quite likes it tho, keeps getting asked how he supercharged it :rollseyes:

I have a Skoda Roomster 1.6 diesel. Recently had a new Gates cam-belt kit fitted (including water pump) and yes, in whines!
It is at it's loudest when you start from cold (particularly in cold weather) but after 20 mins or so it quietens down, still there but not so bad.
It is at it's loudest at 1500 rpm. I have rung Gates and they said I must email them, so I did and got no reply. I emailed their USA main office but again no reply. My garage have tried varying the tightness slightly but no improvement.
I think I am going to have a new belt fitted (NOT GATES), my garage said they will do it at cost.
