Something's not right here, when you transfer a cherished number, the DVLA issue a new registration mark for the donor vehicle. the new registration mark comes with the a new tax disc, and new registration documents from the DVLA.
Sounds like the previous owner has just unbolted his plates and moved them onto his new car.
The DVLA should be able to tell you whether they have done a cherished transfer if you know the previous owners numberplate.

Ive just realised what's happened
It takes weeks to do a transfer
He'll have decided to sell you the car then discovered he cant do the transfer so just taken the plates off
The easiest way to do it on selling a car is to sell the reg with the car but have an agreement with the buyer to transfer the reg back to you the moment the sale is done - it does rely on trust!
If he's actually sold you the car he's in no man's land as he cant do the transfer now
Ask him for the plates so you can do the transfer back to him.

It actually takes about 7 days to do the transfer, but Saaby 93 is right, without the donnor vehicle he can't do the transfer, as the DVLA have the right to inspect it, even though they very rarely do. The DVLA instruct you not to dispose of the car until the transfer is complete.It takes weeks to do a transfer

I can't remember the name of the form now something like a v90c

How old is this car? Does it have or should it have an MOT? As someone previously said, the MOT and VEL would have to have been given to the DVLA for new documents to have been issued with the new reg number on. If you know the previous cherished number, the DVLA should be able to check the record for the vehicle that it is now assigned to. They will be able to establish the date of transfer and whether it was transferred off another vehicle, in which case that vehicles records should be connected, or if it was transferred off retention.
If you supply them with your VIN number, they will be able to identify it off the computer. They would not assign the original plate allocated to the car to another vehicle unless as someone has said, they have sold that mark. They would then always allocate another number on the vehicles record. They will also be able to tell you if the cherished plate that was on the car was ever actually allocated to it and not just put there by the previous owner. This does happen when people believe that they own the right to the number and think they can do what they want with it.
I notice that you say you are not using the car because it is not taxed. Of more concern, is it insured. How did you manage to insure it without te correct registration details.

DVLA told me they don't sell previously issued numbers as I enquired about buying at auction a number I once had on a bike that has been scrapped.Paragraphs make it a lot easier to read a post!

If DVLA has transferred the plate before sale thats good
What they should have then done is allocated a year based number to it. Usually this will be the number it had in the first place, but if this car was originally registered straight to a personal plate maybe there isnt one
I'd be going to local DVLA office and asking them to help. They are usually helpful and are used to 'issues'.
If the car isn't taxed, SORN it before another department kicks in

Every time I transfer my plate from a car the old reg has been assigned back to the vehicle. It has also only taken about a week to do- I doubt the DVLA are busy at the moment either so he should have been able to transfer it quickly.
A phone call on Monday with the VIN should clear it up.
