Williams announce PKN Orlen as their new sponsor, rear wing, nose, wing mirrors and some of the engine cover. So either they're selling the car fairly cheap or Kubica managed to raise a lot of cash

Joe Saward reckons they're paying $26M over two years, but also that Kubica is bringing $17M for 2019. If the oil money is split evenly over two years, that means there's another $4M from elsewhere.

That number seems to vary depending on where you look, highest I've seen was something like 36M lowest being around half that. No one really seems to know.

Stroll payout is a good point though. And don't Williams get a payout for being a World Championship winning team, and a long standing team like Mclaren/Ferrari.

On the other hand if Perez does badly everyone will assume it's the team favouring Stroll ...

Ocon seems to be the loser here unless he has a nailed on Merc drive for 2020 as part of his reserve driver deal for 2019

Stroll is not a bad driver at all. Also, Perez got dicked 16-5 in qualis this season so I don't think it's going to be as one-sided as some people think.

Perez has a weird Alonso like thing going on where he doesn't always out qualify his team mate but more often than not he finishes ahead in the race. He has beaten Ocon over this season... A massively underrated driver now, a big improvement on the Perez that we saw at Mclaren.

It remains to be seen whether Vandoorne gets a second chance in F1 or not and shows what he can do, if he can do it, the fact no other team took him on despite so many driver changes everywhere this season would suggest that a lot of the paddock aren't impressed with what they've seen. He's supposed to have been in line for the Sauber drive in the none Ferrari owned seat, yet they took Kimi instead.
