Because of an appalling power imbalance in the relationship between his employer, personal manager and Piquet.His personal manager would be been the best advisor to have him blow the whistle or say "no" and then defend him with the support of the FIA.
His employer should not have asked him to risk his life; failure in management controls and ethics.
Oh, wait a minute, his personal manager and employer were the same person (Flavio) who controlled his career and his future employability. Favio and Pat S were supposed to protect him, not expose him to danger and he had effectively no-one to go to.
Technically he could have gone to the stewards or the FIA but it takes a lot of balls to be a whistleblower, as proven over the years in and out of F1.
There were other rumours at the time but I won't reprint them as they may be libellous and I like PH too much.

The thing is that whilst all very unsavoury, such relationships aren't illegal - at least in the UK. Dubious perhaps. IIRC, Piquet Jnr was an adult so even if there was some truth to it, then so what? I assume that things in Brazil are slightly different.

In depth and an interesting article. With that said, Honda should be chomping at the bit to supply Alonso, purely from a marketing POV...but aren’t, and I don’t see Chevy making much news either. Be interesting to see how it develops. Here's another, much more in-depth and balanced article.

Personally I’d love to see Alonso in indycar next year, great talent in relatively equal machinery to show what he can or cannot do against the yanks. Personally I don’t think it’s all going to go his way on the track

As I have said before he burnt too many bridges.But he is from a time many drivers were more like he has been.
Drivers are all PC now and will not say a word about anything.
Schumacher was one who no doubt controlled things and this is what Alonso tried to do.
But put Alonso in that 2018 Ferrari and he would not be making the mess of things Vettel has done again.
