Verstappen has been a class act this season. He is the one driver on the grid who I feel would give Hamilton a hard time so Ferrari really needs to sign him up.
If not then Ricciardo.
But IMO Ferrari needs to replace Vettel before 2020.

I can't see Max leaving RB this year unless Vettel retires. He can't go anywhere but Ferrari & they aren't going to drop LeClerc

I would love to see Verstappen in the Mercedes alongside Hamilton. But there is no way Verstappen would agree to be number 2 and there is no way Hamilton would want Verstappen there.It would be another 2007.
