First lap or last lap incident, it's called racing.
In any event a five second penalty, in the closing laps, is more impactfui than one in the opening laps so it evens out. Lewis lost 4 places in Brazil, in most races it means 1 place if any. If keeping your place, is the worst that could happen, in a collision where the other party is at "fault" - it could lead to dangerous decisions.
Off topic but related - I would like the FIA to consider being able to award additional parts and/or replacement costs where the non fault tean would suffer as a result.

Just look at the number of races where Ferrari have got poll and Mercedes have won either without passing on track or by passing with an enormous tyre differential. Obviously a part of that is the Mercedes looking after its tyres better and hence giving them more flexibility on strategy; but I'd say that makes up less than half of such races. Didn't say I was a Hamilton hater, indeed my opinion was formed when I saw him being punted off.Indeed I have to say that Hamilton seems to me, to be a very 'clean' driver who is very seldom involved in collisions
Once when he pushed Vettel off at Monza, and a couple with his own team mate. That's all I can recall.

Hamilton hugging the inside didn't seem to deny racing room, but Albon may not have seen it with the mirrors and committed to a line and speed. Could Albon have tried to open the line and leave space at the last moment, perhaps?
May have just been one of those things going into a tight turn.
I think that it would be logical to suppose that in the penultimate round with both championships in the bag, Lewis was quite happy to take the hit - and in the meantime help Albon establish himself.
I think in similar circumstances in the second race of 2020, he might not be so quick to cal mea culpa.
