He famously said he was going to win the Monaco Grand Prix during the morning of the race. TV coverage wasn't as good. You have to read race reports recounting Panis' amazing drive and he pulled off some amazing overtakes, IIRC one on Irvine at the swimming pool complex.

I was there. It looked odds on for Damon until his engine blew in the tunnel, a rare Renault failure. JV was nowhere that weekend so once MS and Damon were out it was very likely to be Panis or Coulthard.

I remember it well, and picking up my Autosport each week (Thursday?) from the newsagent who was also an F1 fan.

Every Thursday. If you were in London you could often pick up a copy Wednesday evenings.

Rain can bubble up out of the blue in Monaco, its very localised and difficult to forecast accurately.

That was possibly the funniest race of all time, comedy car racing. Three cars saw the chequered flag.
