They've buggered it, there is no easy fix.

There were numerous articles saying the battery was going to be a massive problem before the season even started.
Now they are panicking and making an already insanely complicated set of rules even more complicated to work around the fact they completely screwed up the new engine regulations.

There won't be MGU-H within this rules cycle. While some would be able to fall back on previous engines, two of the manufacturers (three if you include Cadillac, who are still designing their first engine) have never made MGU-H before, so would be at a massive disadvantage. Three manufacturers are only here on the promise of ditching MGU-H.
It would be like that time the FIA invited new teams into the sport on the promise of a cost cap and favourable regs, only to renege at the last minute when they were already financially committed, leaving them floundering several seconds off the pace for their entire existence. Only this time it would be major manufacturers getting pissed off, not some Johnny Hopeful f1 startups.
