This came up on World Bollard Association's Twitter, the restriction has a Facebook group with videos from a doorbell camera looking over the restriction.

They have redesigned it, but appears to not have helped at all...

Strikes me as utterly stupid meddling by the council, with god knows how many hundreds of thousands of pounds poured into it.
