Most of the trucks which hit the bridge are only just overheight- perhaps they get used to fitting under other bridges which also have lots of warning signs but which are actually a few inches higher.
Doesn't explain the clown who saw it was too low for him, went the other way, turned around off camera, and drove into the bridge. Perhaps he was having a really bad day and did it on purpose!

Police car totally in the wrong. I'm not sure of the wisdom of repeatedly flashing your lights at anyone though, let alone a police car. A single flash to say hello I'm here would have sufficed.
