Unusual Police (?) vehicles on M4

Spotted a couple of oddities today.
First was a white VW T6 Transporter, on steel wheels with black plastic bumpers and blue lights, haring down lane 3 at what must have been very close to its terminal velocity between Bristol and Bath on the M4.
Around an half an hour later, close to the Chippenham junction, I was based by a black VW Tiguan on with blues doing at least 100mph.
Very odd, and a departure from the BMW rep-mobiles traffic usually use on the M4. (They have some 3 and 5 series in 'normal' colours - dark grey, dark metallic blue etc).
