Is this based on a Phantom - I assume so looking at the size, but why would you build a 8 million custom car on a 10 year old platform just makes no sense.

J8 might be Jersey.
08 might, possibly, theoretically be Guernsey, except it wouldn't, because Guernsey don't pad with leading zeroes, so it would just be 8.

Likewise for Hong Kong.

Both incorrect. This car is registered in Guernsey. In recent years, they have started "padding out" plates with leading zeroes. For example 007 sold for £240k at auction.

The owner has numerous vehicles on Guernsey plates including a red Laferrari. That car also has a plate with a leading zero:



Hopefully he takes more care of the Rolls.
