No, as it goes to the registered keeper who is you, confirmed by receiving the "penalty letter"You didn't brought it, you bought it:-)

OP - was the car pre reg or a Demo?
Just a thought, it may have been on a Manufacturer deal where they were not allowed to sell it for maybe 3 or 6 months? So they taxed it in their name, but when the renewal came through, they transferred the V5 to you?
We had this with the OT's last car, had a winge (I really should have noticed the missing V5) and the Dealer stumped up for another 6 months for us as goodwill.

OK, take a step back and gather your thoughts, clearly it's getting to you.
If you were already fined then you would certainly know about it, it would be crystal clear.
Stick the letter up here as a photo or type it out. Is it anything like this:

That's not right - the fine is up to £2,500 (or 5 times the chargeable duty, whichever is the greater) for using or keeping an unlicensed vehicle on a public road if there is a SORN declaration in effect.I think I'd be speaking to DVLA as soon as possible and finding out what's going on.
Firstly, find out how the dealer knows your V5C number (they may not have sent it to the DVLA or retained the new keeper supplement by mistake). Then get on the phone to the DVLA about the lack of logbook. As you haven't got the NK supplement you'll have to pay £25 for a new one.
