It's hard to see from that angle, but the access road narrows as you approach the exit - the give way marking is at the point where it essentially becomes narrow enough to require one-way traffic.Another one from today - yes, the same numpty is parked there again

I’ve often thought about making a windscreen shaped / sized decal (I’m a sign writer) made up of lots of tiny dots and applying it to the windscreen of the dicks that park like this.
To remove it they’d need to remove each dot separately. No real harm done but would inconvenience the owner a fair bit.
The main thing that puts me off is knowing half the morons would drive off with it still in place and get in an accident. Not really what I want on my conscience!

An instant disqualification as a condition of release from custody can be used in some cases. I suggest that should be all cases of Driving While Under the Influence of Drink or Drugs. The amount of time it takes to get test results or set a court date can be deducted from the ban issued.
I used to believe that if you report a drink driver today you save a life tomorrow. It's more likely that if you report a drink driver today you might save someones life in six months or so.
