I guess it's possible the owner has done that themselves, in an attempt to change the reg, but if that's the case they've technically changed it to a plate prefix not yet issued in the UK
Edit - As mentioned above, given that it's London I'm also surprised the Police haven't removed it as a suspicious vehicle, etc.

Cracked front number plates on Merc. Our new neighbours have been asked several times to be more considerate with their parking, she rocks up silver Fiesta already there parks goes indoors, 10mins later Tesco delivery driver honking horn because he can't get through another neighbour comes out and tells him which house so he parks up knocks the door several times...........no response!!!!!!

At least it is a neighbour's car so there is a chance they may be in to move it - I live near a station and we don't (yet) have residents' only parking. This means that commuters park on the road to avoid paying for the station car park. Unfortunately, many of them park in a spectacularly thoughtless manner, so when working from home the day is punctuated by persistent car horns (because of course, if one prolonged blast has failed to get someone rushing out to move it, repeated blasts will work), or delivery drivers or the dial-a-ride driver knocking on the door asking if know who's car it is. The council is now proposing residents' only parking, but some residents are complaining about the cost (it works out at less than £1.50 per week).I may need to visit the "Things that annoy beyond you beyond reason" thread...

Had similar near me. But instead of a residents' scheme they put in a single yellow line with a 30 min restriction at different times on each side. It works reasonably well, apart from the roads slightly further away from the station now having the problem. I may need to visit the "Things that annoy beyond you beyond reason" thread...
