I see one of the comments was "He's not actually illegally parked." I don't think the note writer suggested they were illegally parked, more that that they were a gigantic, self-absorbed, inconsiderate stroker for having parked there.

No pics but I was in Norway recently and in my entire time there the only vehicle I saw parked partially on a pavement was a Range Rover. That was also the only Range Rover I saw in Norway.
