Anecdotally speaking, I feel that it's a design feature that truly adds value. It's used now in several more countries. You'd think that every police / EMS service the world over would be copying it.

Some other countries forces just look plain odd, green for example....

German police - Porsche 911 in green and white.
I was on a long run driving an RAF Land Rover Series II on the autobahn from Monchengladbach to Oberammergau in the early 80s. Unsurprisingly, the 500 miles was covered entirely in the right hand lane, which allowed plenty of time to enjoy scenery and catch glimpses of cars whistling past in the left hand lane... a civvy 911 went whistling past at seriously high (even for an autobahn) speed, closely followed by a Polizei 911 with its blue lights doing their stuff. A few miles further on, I trundled past the duo, parked up on the hard shoulder, with the leather jacketed, tooled up policeman out of his car and heading towards the car in front.
I carried on. A few miles later, that sight and process was then repeated. Several times. Pulling into a rastplatz a bit further on (for a break from the heady noise and motion sickness of a Series II at full chat), I saw the Polizei 911 and its crew parked up and taking a break. I wandered over for a chat and enquired about what had been going on. The answer was simple - they had not been happy about the speed that matey boy had been doing/trying to do in traffic. With no speed limit on the autobahn, while they couldn't do him for speeding, they could warn him about traffic conditions, which was what they had been doing until, as they put it, "he saw sense on the final stop when they had both approached the car with pistols drawn in one hand and gently waving handcuffs in the other". Quite a nice way of dealing with it I thought, while having some fun in the process.
