As far as I'm concerned I've paid my RFL based on the number of CO2's I pollute, I pay £1000's a year in fuel duty and they take over 40% of my income in tax and then 20% of whatever i spend....I love cars as much as the next man, but you'd have to be a special kind of arrogant to think that you have some sort of divine right to drive in London...
Through a combination of all the above I've paid my dues (many multiples of the average) and should have the right to use any public highway without further impediment.

I've realised there is no point arguing about this with him/her. I agree what you've stated above though and soon this will be a UK wide thing. Do cars get to a certain age and a switch is flicked and it just stops working ?

TfL set the fees for black cabs not the cabbies themselves.
