I'm wanting to change the registered keeper of my car without the government getting paid the tax twice for 1 month unnecessarily.

I think this will need to be done at the end / start of the month, but not 100% on the specifics. It's currently taxed until March.

Do I need to SORN it on 30/11/17 and then the new keeper re-taxes it 1/12/17? Or does it just need a keeper change?

Just sell it on the last day of the month, complete the sale on-line in the evening. New keeper then taxes it on the first day of the month.

My concerns with that are:
- Although I've relinquished keepership, will the DVLA accept is as immediate and refund appropriately or not until they have processed it / received the forms
- The car will technically be untaxed overnight, will the DVLA get upset?

They will refund any full months remaining and the new keeper will pay for the next month so all will be good from a cost POV.

Always find it 'strange' that they can't do it on a day by day basis, it's almost as if they've designed the system in such a way as to maximise the double-charge scenario.... scratchchin

For ~5 hours it will be without tax (online keeper transfer service closes at 7pm) and I'm a little worried about this:

Could they possibly act on it, and who would be responsible?

It'll be fine.

Alternatively if you're worried you could park it on a driveway, SORN on the evening of the last day of the month, 'sell it' to the new owner who then taxes it the next morning.

They could do that. But then they'd probably charge a £25 admin fee.

Change it over on line at midnight exactly.

I bet they will still charge for the extra months duty one way or the other.

If you SORN it at midnight, they can't - the SORN starts immediately.

Perhaps look at it the other way.

When the VED computer systems were put in place, tax was monthly. It was only monthly. It had always been only monthly.

Why would they make the systems work on a daily basis?

To make it daily now, it'd require the systems to be completely redeveloped from scratch. To what benefit? IIRC, before the removal of the colourful, circular piece of paper, something like two-thirds or more of keeper changes were of previously untaxed cars - simply because no trader's stock is taxed. So no change at all for those. The average VED is probably about a tenner a month.

Pretty sure you will be fine, reason I say this is I cancelled the tax on my Dad's car for him when he took it off the road a few months back, both of us thought the other was declaring it SORN and it ended up being neither taxed nor SORN'd for a good week or so and no issues arose with DVLA.

I went through this process recently - my seller tried to complete the sale online, only to find that the system closes at 7 p.m. So he had to wait until the next morning (7 a.m. is when it opens again). He then paid a full month's tax despite registering the sale at 7.01 a.m. on the first day of the month.
Seems very unfair, and, you know, rubbish.
