To a degree I'm with you. The number of 'courtesy stoppers' who fail to notice that if they and I drive on there is nothing behind us and the other car could simply have pulled out in the normal way is really rather alarming. It doesn't matter what happens in front of you. You are supposed to be able to stop in time.

It doesn't matter what happens in front of you. You are supposed to be able to stop in time.
It's not as though the DCW was on a motorcycle so may've found it inconvenient to brake on wet, white paint.
The car shouldn't have stopped to let one car out, and cause confusion at the junction but then the DCW could have driven with more awareness.
Speeding is dangerous. So are junctions.

She's probably trying to be helpful. It's not her fault that some tts decided to remove the hard shoulder. Also, unlike us, she can see oncoming traffic and the degree of protection offered by the stationary lorries.Also, she could be a doctor or nurse. If you ever get rear-ended on a motorway I hope you tell any off-duty first-responders coming to your aid that they're stupid bints and utter fking morons.
