Could be 1115 IO as IO and OI are vintage Irish issues.

The number one ' 1 ' is not used in the UK number plate format. So LO I is perfectly correct if spaced correctly and a very valuable plate aswell...

I've nothing against private regs, but the lame attempt to write something unintelligible by changing spacing, using black screws etc, it just tragic.

Agreed. That and embossed which I can only assume is to inform everyone that you should be reported if seen parking anywhere near schools.
