Before 2021 plates had to comply with BS Au 145d and under that BS, carbon effect plates were legal.
So it's pretty clear to me and I trust to you, (for the people who use you for their MOT certificate) that the legality changed with the introduction of the new British Standard BS AU 145e, which became mandatory for all newly manufactured and fitted number plates from September 1, 2021. This new standard requires all characters to be a single, solid shade of black, which made the two-tone carbon-effect (and similar hi-line or glitter effects) illegal for new plates.
