Abandoned car, taxed but no MOT - no one wants to know!

Parking space is at a bit of a premium on the street I live on as most people have drives, and for a while now I have noticed a blue Mercedes coupe which hasn't moved for some months. The tyres are now flat and bits of trim are hanging off. No idea whose it is, the guy whose house it is outside of doesn't drive. Apart from taking up valuable space as well as being an eyesore, it's MOT expired in April but it is still taxed.
I went onto the local council website to report it, where it says cars without an MOT need to be reported to the police. Spoke to the police on LiveChat who said it's not a police concern and that I should report it to the council as an abandoned vehicle
Tried to report it to the council where I am informed that, as it's taxed, its not considered abandoned! 
TLDR - Don't bother with an MOT, no one seems to care if you don't have one!

Good luck with that defence in court "I wasn't driving it officer"Unless OP lives on a private road it still needs to be roadworthy (taxed, insured and MOTed). If it's SORNed it needs to be kept on private land.
The police can seize you for not having a MOT. If you've all got your own driveways I'm assuming if it belongs to a neighbour it could easily be parked in the garden/driveway?
Sympathise OP, I also live on a road with restricted parking and its a pain in the backside knowing a car has been dumped there. We had it once and it took months to have it dragged away after everything had expired and covered in parking tickets and layers of leaves etc.

The police can seize a vehicle if they think it’s being used in a way that causes alarm, harassment or distress, for example careless or inconsiderate driving.
They can also seize a vehicle if they think it’s:
being driven by someone who does not have a proper licence or insurance
dangerously, illegally or obstructively parked
broken-down or abandoned
By not having an MOT for car your car shouldn't be on the road, therefore it's abandoned, and if they really want to nitpick could have it down as illegally parked as well (not being roadworthy).

They can also seize a vehicle if they think it’s:

dangerously, illegally or obstructively parked
broken-down or abandoned
By not having an MOT for car your car shouldn't be on the road, therefore it's abandoned, and if they really want to nitpick could have it down as illegally parked as well (not being roadworthy).
Had this with a car near work.
Taxed, but no MOT - I reported it to the DVLA, residents reported it to the council and DVLA....and so it went on.
Car was parked in the same position for around 6 months. Only then did the owner turn up and drive it away! In the meantime, same story.....nobody wanted to know.

Push it with the local authority.
To my knowledge no tax is simply an indicator that a car is abandoned - and councils will use the fact that it’s taxed to avoid taking any action (I work for a council and have some dealings with these issues - indirectly).
If a car is unroadworthy they may be willing to stick a notice on it. If the owner claims the vehicle and it’s not dangerous then you’re out of luck.
Otherwise wait for the tax to expire and report to DVLA. Worked for me before.
