Crazy concept isn’t it !? I quite often take my sparking clean car to be washed just so I can get it cheaper Who do they think they are?
Had exactly this happen to me last week in my van. The advertised price is already inflated to reflect size and amount of work involved. When they had finished (exterior wash only) they guy said it was an additional fiver over and above the inflated van cost, A gentle FRO followed. He told me it was more because the van was very dirty, it wasnt minging, just usual winter muck. I relied saying that was the whole point of coming to a feckin car wash ! He’s smirked and walked off.. tries that line often I would guess.
The vast majority of cars will not be that dirty. It's taken months for it to accumulate that coating of filth. If it is a much longer, harder and more unpleasant job to tackle, you can expect to pay more. If you turned up at a hairdresser or barber with long, tangled, messy hair that's going to take far more labour to sort out, then yes, you pay extra. Begrudging a poor sod doing what is a menial, thankless job at the best of times a fiver to cut through the muck on the filthiest car I've ever seen just shows up what kind of person you are.

Swap places for a month, clean every car, every single day, however dirty, however big, however cold or windy, get wet, freezing cold and covered in filth day after day and see how your perspective changes.
Fancy another month there looking forward to the guy that argues about the tiny price?

Any place that charges a fixed cost for something can’t then change the price because there’s slightly different factors, a window cleaner charges the same amount of your windows are 3 inches thick in grime or where only done last week. to clean that car takes no more effort or time than cleaning a slightly dirty car, they pressure wash it off which gets the bulk of the salt off then use a gritty old sponge to get the rest of it off, that’s the same treatment for that car or the next one that’s pretty clean.
If they can’t do it for £5 they shouldn’t be charging £5.
I take the Shed to my local car wash for an wash/interior clean after a a weeks caving - mud inside the car, driving up muddy tracks. I fully accept that I shouldn't pay their advertised price because I'm reasonable. £5 to me would be a wash for a normal dirty car.
There's a jetwash near me that won't allow 4x4 off roader/green lane types to clean their cars because of the chunks of mud blocking the drains.

A very dirty car does take longer to wash, so its fair that they want more money to do it.

My elderly neighbour drives his BMW twice a week and probably does around 20miles if that. He also takes his car to be washed every Friday even though it is pretty much as clean as the previous Friday, wonder how many turn round and say ‘Hi old chap, car isn’t even dirty so this one is half price today’ ?? Not feckin one would be my guess
