Prior to 1921 there were very few restrictions on how plates should be made up other than a defined letter/ number size; hand painted were common, and although not mentioned in the regulations, the illustrated example showed a hyphen between the letters and numbers. Post 1921 this hyphen was removed from the illustration. I doubt even the most enthusiastic plod would pull a genuinely old car for minor breaches of these regulations, which I doubt they would know about anyway.
