Quite possibly because they are London issue numbers from March 1963. You didn't happen to ask the previous owners about your plate by any chance? How long they'd had it and so forth. Seeing that the Commer was launched in 1960 and was in production till 1974, there's a good chance that was the original number assigned to that van. Jules Sunley said:

But that sort of flat grey colour was an original colour on very early VW Beetles, wasn't it? So sort of a tenuous link to German motor history...
Or have I been looking at one too many resto-mods?
