I have heard much the same WRT an update of the highway code. I suspect it's more along the lines of "...if in doubt the most vulnerable is in the right....". At this point I suspect that dashcams for all is the way forward, purely for protection Can anyone confirm that what he's saying is true, especially the bit about, 'if you hit a pedestrian, it's your fault'?

I can understand the reasoning, but question the practicality on how the 'pedestrian comes first' rules will be enforced.And as the video said, cyclists will believe that they do in fact own the road and if they are hit by a car, it's automatically the car drivers fault. This must have the insurance companies concerned about all those potential cyclist vs. cars claims.
I worked as a dispatch rider in the 80's and can't remember the number of times a pedestrian simply stepped out in front of me without looking, and that was before the days of the cell phone zombies.

Modifying to be illegal? Yes definitely - it's only a matter of time.
More stringent regulations will bring cars into alignment with other forms of transport. Aircraft are tightly controlled with only a few approved changes permitted (eg winglets). Airworthiness Directive mandates changes on an aircraft to restore an acceptable level of safety. This policy follows through to road vehicles especially with today's keen focus on safety.
In the meantime, enjoy modifying your cars. It will be outlawed in the not too distant future.
