M60 average cameras signs but no cameras?

Clockwise on the M60 near junction 20 are average speed camera signs for some works at the roadside. Couldn’t see any average cameras for the clockwise direction traffic. Can signs be put out for average cameras that aren’t there?

Is that at the Rochdale Road/Blackley junction? I assumed 50mph because it's 50mph on the opposite carriageway and also 50mph about 2 junctions earlier.

I drive this fairly regularly and I can't spot any cameras. I assume they're fairly short (in both length and time) roadworks so they don't see the point in putting up cameras when the signs will do the trick anyway.

Yes. Cameras can’t be put up without signs, but signs can be put up without cameras (because that than allows cameras to be put up if the ‘need’ subsequently arises).

Hopefully there aren’t any cameras I’ve missed on clockwise direction of travel!

By coincidence I used the same stretch of motorway this evening. Definitely no typical average speed cameras, but lots of VPS Smart Box systems on embankment which start before the sign stating average speed cameras and continue for a short while afterward. Not been able to find a picture with the matching head of these VPS Smart Box systems, can only describe it as relatively rectangular, very small and they are all painted white. Any clues? Are they part of the worker protection system in case anyone goes down the hard shoulder when they shouldn't and potentially end up in the construction site?

Thanks. Can only hope that as they have white rectangular heads rather than yellow, and some pointing away from the carriageway, means that they aren't speed cameras.
