I think we usually add additional alkylates to the 97/98 blends. There is a lot of work going on to try to make the most of LPG streams due to their higher octane values too (predominantly in winter spec I think) in a similar way that Shell has with GTL for diesel.

It is true that some blends e.g. Tesco 99 use the addition of ethanol or other additives to raise the octane, but some are blended on site. It does, as you said, usually include the addition of a different additive package, but the primary components aren't always of the same mix between 95 & 98 (or between winter and summer blends either). I believe all Shell V-Power comes from their Netherlands refinery (not certain but sure I've heard that anyway).
