I saw that plate on the A38 near derby last saturday I had followed it for some time, from just after burton right into Derby.

ETA it was a BMW like you describe driven by male.

Have you thought the person might cherish it themselves and has already paid a small fortune to DVLA to buy if for their wife ?
In that case be prepared for them to say "not for sale at any price" or even ask a ridiculous amount that no sensible person would consider paying.

My advise - try a number plate dealer and ask them to act as a broker. They will have the "contacts" to trace the current owner. Ok you would have to pay them a fee for services plus commission if for some amazing reason the current owner wanted to sell or you are wiling to pay their price.

BTW I wanted S108HAN or T4WNY for my daughter, Siobhan or as we call her Tawny, but DVLA want too much so bet the current owner had to pay a lot as well.

i myself am looking for a specific plate, and with the make and model of the car, it would suggest that your or my only hope is to hopefully stumble across the car one day and make an offer

Sometimes we can trace it from people that have contacted us for a valuation.
Sometimes we can trace it from sales records that we have.
Sometimes we have contacts from the above too.

However, if the owner doesn't want it to be sold then there won't be a trace of it. As above, you won't be able to get hold of the details otherwise.

Just think creatively on making the same plate some other way.

I think even if you do contact the owner it will have a negative outcome in that they will raise the price to a dramatic level seeing as you're interested.

Is there a Wanted section on here or somewhere where you could put a shout out asking for the owner to contact you?
