On the A3052 between Seaton and Sidmouth there is a section of ditch that always over flows onto the road in heavy rain, causing a big stream and which has caused 2 crashes that I know of. T

he part where it floods is where the ditch goes under an access to a field and so who is responsible for this, the Farmer or the Highways agency?

Report it to the council.

But the answer is 'it depends'

Typically if the ditch is inside the hedgeline then the field owner is responsible.

If it is outside its probably the council.

It is outside the field so it would make sense that its the councils responsibility that nothings been done about it.

Will have a look into it, cheers smile
