Depends on your definition of Outlaw. I saw the recommendation for Retro Works, which I would call Outlaw, but that's being pedantic.
The list as I know though similar to Retro:
Theon Porsche

Paul Stevens
Ninemeister (in Warrington for you in the NW)
Retroworks
And Jensen Interceptor Automotive are planning a 911 build in the future too. Probably looking for a 1st customer.

Well, I have bought my base car, a 1988 3.2 Carrera in horrible white but great history in terms of bodywork treatment and engine rebuild.
My spec for the backdate will be: electric aircon, complete interior overhaul, 1969 (or there about) backdate of the body panels, badging, SSI exhaust, increased BHP, some badass mods.......all probably what purists do not like but hey......
I was at the Yorkshire Porsche festival last weekend and the cars from 911 Retroworks look so much better then the other cars from the era....
Whatever the comments will be.....I do not care. My car is going to look ace, sound great with a performance to match.....

Everyone on your list has a good reputation but ive got to give everyone the heads up on theon porsche, it is a strange one as it doesnt exist, we built the car for adam hawley in 2015 and handed it over in june/july, we had it featured in gt porsche mag in the nov 15 edition as our creation.The list as I know though similar to Retro:

He planned to sell them and we build them which we didnt mind at all, but he then advertised the car we built as a theon!
If you look at the cars on his website they have been photoshopped the seals between the bonnet and bumpers are body coloured lol
taking the credit for someone elses work with a load of bs he has written is a out of order.
I would be very careful as he hasnt done any of what he says he has....
The job to build a theon is currently advertised on indeed as he hasnt got the facilities too or the body moulds, all very strange

The idea is good (if Targas are your thing), but the execution less so. As you say, the Singer arches do seem to be devisive (personally I'm a fan) but the Targa rear quarter panel shape loses "something" (on all 911 iterations) when compared to those of the Coupe.
So even when Singer do it. it just looks in some way, "wrong" :
