I really like that.
If you squint you can see where the 991 targa inspiration came from.
As you say; you already know but easier than a complete conversion, the targa essentially being a cab to start with - and someone will want the (hideously expensive and partially no longer available) original roof section that would supply funds to assist with the inevitable cost of the build (win win)

I think all 993's look very good. The Targa looks so much better with looks than the Convertible. That's my opinion. To do with what colour should you paint it i would say Blood Orange. This colour looks good on any classic to me. But if you want it to be more discrete then go with Dark Green.

Obviously the original concept of the targa is the opentoppness of a cab, but without the faf of the soft-top, and I really don't like the fact that the 993 cab looks like a pram with it 'down'.
IMO the 993 Targa is all wrong - it's just a big sunroof and you have extra weight high-up - and obviously Porsche have gone back to the simpler targa in recent years.
I suppose the easy way to do it, is to buy a 964 Targa and a 993 cab, and swop all the bits over, and sell the 964 cab.
Sounds easy.
PH collective shouts Just buy a 964 Targa.... I know, but I much prefer the 993 as a car... and what a project, and you could get silly and make it a WB in Blood Orange or Mexico Blue or....

I would say the targa today is the most complex ever. Heaviest ever. It was created as a design piece more than serving any other need. The original targa came from US law and accidentally became an icon. A porsche sales person came up with the name (I believe).
The targa was always a convertible with bits added, then the 993 and 996 they decided to do something purposeful... it didn’t work and they dropped it.
Then it came back purely for design and marketing in the 991.
Someone may have said all this or will come along and correct so sorry if I’ve got it wrong, but this is my memory.
The blue one was made by a specialist in the south of Spain. I have not seen it in the flesh but it was heavily criticized for poor workmanship in this thread from a Spanish forum.

My problem with the "traditional" Targa is you lose the whole 911 teardrop shape, as the roof from the header rail back ir flat and horizontal.
The beauty of the 993 targa was it allowed the roofline to slope back retaining the 911 profile.
The Speedster is the Daddy IMHO but they are ruinously expensive to recreate these days, the parts were getting in short supply ten years ago so I'd hate to think what some would cost now, if they're even still available. When I looked into doing it I didn't even want to go wide body as I thought the 993 shape didn't need it (as opposed to the 964 Speedster which always looked a little uncomfortable in it's own skin) but it was still way more expensive than building a wide body rsr-alike.
