The weight is an issue for anyone without a 7.5t (C1) licence. A standard B licence allows up to 3.5t GVW. Cybertrucks are way over this, so you can't drive it.

You could downplate it to 3.5t gross, but you'd only have 450kg or so for payload so could easily be overweight with people in the back and stuff in the bed.

The steer by wire system is also a bit of an issue for IVA, although I believe Canoo have got theirs through.
