I wonder how they will police this. Two car lengths? What would the penalty be for being two and a half car lengths back? And who would decide/report this? How can they accurately measure car lengths?

When the Safety Car lights are turned off – indicating it will accelerate away from the pack and return to the pit-lane – all cars must cease weaving, braking and/or accelerating and stay no more than two car lengths from the car ahead of them.
The race leader is required to maintain approximately the same speed the safety car was using when it extinguished its lights, until the leader has passed the new ‘Restart Point’ – designated at each circuit by TOCA and to be positioned between the final corner and the start/finish control line – after which the leader can then accelerate up to racing speed.
All cars must maintain their positions, with no overtaking or overlapping until they pass the green flag at the control line.

I'm not a fan of this bit, I think it removes another bit of proper racing where the leader can choose a suitable point for them to floor it once the safety car is out of the way. Will it be a singular point? Or will it be a zone - like in Nascar - where the lead driver has to accelerate up to racing speed somewhere in that zone, but can choose where within the zone to hit the loud pedal?
I'm not against the idea of the rule ... I just think it may need a little tweaking to work well in practice.

I think in effect they har made the rule to provide just that. I'm not against the idea of the rule ... I just think it may need a little tweaking to work well in practice.
There will be a point post the last corner but before where the start line is where the lead driver has to accelerate to racing speed. That is in effect the zone. Nothing says on immediately passing the point the driver has to accelerate. He could leave it right up to the start line I suppose.

As a pedantic aside, Common People was about the Greek lass. Disco 2000 was about Debs.
