It's only for Paris, Lyon & Grenoble at the moment.
It's not expensive (was about £4 I think for my bike) & I believe the way it works is that when they are having bad pollution days they can prevent the worst emitters entering the city (your vehicle is placed in a band numbered 1-6 depending on it's emissions).
It's a one off payment & the sticker comes through in a week or two.
You scan page 2 of your V5, & submit it with payment on line.

Antwerp has a similar scheme now in operation. Requires registration but no sticker. Registration confirmation was same day.

You can apply and pay online but I need to be there sooner than two weeks,
so I will not have a sticker on time .
