M25 J16 to J17 Works

There have been some roadworks on the M25 between J16 and J17 for a few weeks now, with a 50mph limit and narrow lanes clockwise, and cones out on the ant-clock side as well. It now looks like they've constructed an entrance road onto the M25 clockwise from an adjacent field, with other works going on in the fields on the anti-clockwise side as well.

I can't work out whether they're constructing the temporary site offices/depot for some long term roadworks due to start nearby, or whether there's something actually being built in the fields there. Online searches aren't turning up any answers either. Does anyone know what's going on?

No idea, but from my experience of the M3 over the last 3 years I doubt the contractor knows what is going on either!
